The word "passeger" is wrong. That's right. But I don't think Cindy did it on purpose and She wanted to write the word "passenger" instead of "passeger".I think there should be 5 underlined words instead!

Because one of the four phrases is wrong.
And that's "WITH"
We never say "have a five-dollar bill WITH sb" but we have to say "have a five-dollar bill ON sb".
So the corrected sentence must be "The passenger only had a five-dollar bill ON him when he boarded the bus"
Anyway, "Only had" is definitely right. it needn't changing to " had only" as No Where To Be Seen said.
